Making rules editing more user-friendly

Processing the rules is very time-consuming. For example, with 4 sets of rules, I have to post 7 activities to the corresponding wage types. I then have to make 4x7=28 entries manually. Unless I tinker around with the exported json files, which is error-prone and cannot be done by everyone.
What would help is if you could just copy and paste individual rules. Preferably whole blocks.
