Copy rules from a set of rules

We have different sets of rules for our employees, but some of them also include the same rules.
As we have to create all new rules several times when we make changes and the rulebook is unfortunately very tough, this often takes forever. It would therefore be a great relief for us if it were possible to transfer/copy individual rules to other sets of rules.
