Enforce planning categories

In my opinion, it would make sense if the use of planning categories could be enforced.
The "Category" field in a plan would be a mandatory field, so to speak.

This would automatically separate different planning categories (sales, technical office, production/workshop, assembly planning, etc.). And planned personnel know immediately what they have been planned for. It would also make sense to link the whole thing to activities.
