Control hours: own check indicator for subcontracting

When checking hours, in addition to "checked" and "blocked", there should be an additional check indicator for wage processing only. At our company, the hours are first checked by the HR department for completeness, closing time, correct break recording etc. before a site manager checks them.
The "blocked" indicator is only set when the hours are exported.
