Prioritize fixed and automatic breaks

We work with fixed break times, which do not comply with the legal requirements depending on the start of work.
We have therefore also taken the legal requirements into account via the automatic break.

However, this means that double breaks are sometimes taken into account.

Example:
Normal case:
Start of work 07:00
Fixed break I: 09:00-09:15
Fixed break II: 12:30-13:0
End of work: 15:45
-> Total break 45 minutes

Overtime:
Start of work 06:00
fixed break I: 09:00-09:15
Automatic break: 12:15-12:30
fixed break II: 12:30-13:00
End of work 15:45
-> Total break 1 hour

Here it would be desirable to replace or postpone the fixed break with the automatic break via prioritization.
