Chat function - write to individual employees

At the moment, only a project-related chat is provided in the chat function. This means that all employees who are assigned to the corresponding project receive the chat message.
It would be nice if the chat function could also be used to write to individual employees. This would also enable communication between the HR department and individual employees, for example.
