123quality - Permissions allow someone to see all tickets

It should be possible to assign authorizations in 123quality in such a way that someone can see all tickets and does not still have to be explicitly assigned to each project. For example, the branch manager could use this for his area or a central QM department for all construction sites, etc. Currently, you would have to explicitly assign people to each construction site, which would be very time-consuming.
